I don't really see the point of this parameter, but I don't think it hurts, either.
@marko-bekhta if this is still relevant, feel free to merge?

Well ... I don't think I remember anyone missing this option since we switched to the new publishing process ... so let's just close it 😃, and thanks for taking a look at it! 😃 |

by default, everything is published automatically, and if the extra parameter is unchecked, then the manual step to publish artifacts from the portal would be required.
